This article discusses the need to present the EIA - Environmental Impact Assessment and its respective Rima-Report on Environmental Impact in order to licence envirorunental modifying activities, as established in the Resolution N. 001/86 of the Conama - Environmental National Board. The author analyses the strategic aspects contemplated in the above mentioned resolution, giving special emphasis to those which characterize the EIA as an instrument of the environmental planning. The need to improve certain technical, juridical and political institucional aspects is also discussed emphasizing those aspects concerning the "independence" of the authors of the EIA/Rima in relation to the company responsible for the project, the necessity of formation of a multidisciplinary experts group, and the transparency in the review and decision processes.
